Hayling Island Parish Council will have 16 councillors, with elections planned for May 2027
Havant Borough Council says the new parish council will be a single ward and that residents should be ready to elect councillors in May 2027.
More detail has been published on the new Hayling Island Parish Council. In a news release dated 23 July 2026, Havant Borough Council says that at its full council meeting on Wednesday 22 July 2026 members voted to create the council as a single ward represented by 16 councillors. Emsworth is also getting a parish council, with 15 councillors.
Council tax and timing
Councillors also agreed a precept, which is the parish's share of council tax, payable from the 2027-28 council tax year, to support general administration and the running of services. The borough council says its officers will now prepare the Reorganisation Order needed to set up both councils.
The release says the borough council aims for residents to be ready to elect their first parish councillors in May 2027.
Why a review took place
The borough council says it had to carry out community governance reviews because it received valid petitions from residents in both areas. The reviews ran in two phases, from January to March 2026 and from May to July 2026.
