How to Report a Problem on Hayling Island: Potholes, Fly-Tipping & More

Two councils, two jobs
Hayling Island sits in Havant Borough Council's area, with Hampshire County Council above it. In short: roads, pavements, drains and street lights are Hampshire County Council; waste, nuisance and dog fouling are Havant Borough Council. The borough council's contact page also points people to the county for parking, roads and footpath issues. Potholes, pavements and drains (Hampshire County Council)
Use Hampshire's report a problem tool. It covers potholes, pavement and footway defects, damaged or blocked drains, flooding on the highway, damaged drain covers, bollards and posts, broken or missing road signs, fences and railings, bus stops and shelters, faded road markings, traffic lights, salt bins and dead animals on the highway.
Street lights
Most street lighting on or near the highway is maintained by Hampshire County Council. Report a faulty light through the Lights On in Hampshire form linked from the council's street light page. Lights on motorways and trunk roads are National Highways' responsibility (0300 123 5000), and lights at military sites or near railway lines are not the county's either.
Fly-tipping
Report fly-tipping using the contact us form on havant.gov.uk. For hazardous waste and large-scale dumping the council points to Crimestoppers on 0800 555 111. The council reminds residents that you are personally responsible for disposing of your waste, even if you hire someone to take it, so use a licensed waste carrier and check them on the Environment Agency's register.
Noise nuisance
Report noise through the council's contact us form and choose "environmental health" from the list of services. The council can act under the Environmental Protection Act 1990 against statutory nuisance from premises. It says it does not offer a night-time monitoring service. See the noise nuisance page.
Dog fouling and litter
A Public Space Protection Order requires dog owners in the borough to clear up after their dogs and dispose of the waste responsibly. A fixed penalty notice of £100 can be issued. Abandoned vehicles
Use the council's abandoned vehicle form. You will need the registration, make, model and colour, the location and its condition. The council says it cannot class a vehicle as abandoned unless it meets its criteria, such as appearing unroadworthy or being unmoved for a long time.
Beach issues
There are no lifeguards patrolling Hayling's beaches. To report a pollution incident, call the Environment Agency's 24-hour line on 0800 80 70 60.
